Israeli invoicing and accounting software, in Hebrew
Guliel is accounting and finance-operations software that runs invoicing, expenses, purchasing, payroll, reporting and a double-entry general ledger on one engine. For an Israeli business it issues חשבונית מס, חשבונית מס/קבלה, קבלה and דרישת תשלום as Hebrew PDFs, charges 18% VAT or none for an exempt dealer (עוסק פטור), checks every tax invoice against the allocation-number threshold, and imports documents from the uniform file (מבנה אחיד) and from Morning. The app runs in Hebrew, right to left, or in English.
Status, October 2026. Documents are PDF. Guliel prints the allocation number (מספר הקצאה) on a tax invoice and accepts one you enter by hand (live). Requesting allocation numbers from the Israel Tax Authority automatically, through SHAAM, is built and not yet switched on. Guliel does not file VAT reports.
Israeli document types
Every document below is live. Numbers are allocated in sequence at issue, and totals are computed from the line items.
| Document | Hebrew | Who issues it | VAT | How it works in Guliel |
|---|---|---|---|---|
| Tax invoice | חשבונית מס | VAT-registered business | 18% | A receipt is issued against it when you record the payment |
| Tax invoice/receipt | חשבונית מס/קבלה | VAT-registered business | 18% | One document for a sale paid on the spot; carries a payment date instead of a due date |
| Receipt | קבלה | Both | Not shown separately | Against a tax invoice, or for an exempt dealer against a payment request or on its own |
| Payment request | דרישת תשלום | Exempt dealer only | None | The PDF states that it is not a tax invoice |
| Credit note | חשבונית זיכוי | VAT-registered business | Reverses the original | Issued when you cancel a tax invoice or tax invoice/receipt |
| Cancelling receipt | קבלה מבטלת | Both | None | Issued when you cancel a receipt |
- PDFs are in Hebrew by default, and every Israeli document type also has an English template you can download.
- Each document shows your business name and registration number (מספר עוסק), the customer, line items, the subtotal, VAT and the total, and the allocation number when there is one.
- An issued document is not edited. A correction is a credit note and a new invoice, and a payment request is voided.
- Documents can be in shekels or another currency. A tax invoice in another currency needs its exchange rate to shekels, because the allocation threshold is measured in shekels.
- Set-up asks for your company or dealer number (ח.פ. / ע.מ.) and flags one that is not nine digits.
- Debit notes (חשבונית חיוב) have a Hebrew template but are not offered in the app for Israeli organisations yet.
See invoicing for the document types across all 39 countries.
VAT and עוסק פטור
Set-up asks one question that decides the rest: is the business an exempt dealer (עוסק פטור)?
- Exempt dealer. Guliel issues payment requests and receipts only, with no VAT, and blocks tax invoices. Allocation numbers never apply, so the Tax Authority step is skipped.
- VAT-registered business (עוסק מורשה or company). Guliel issues tax invoices and tax invoice/receipts at 18%, one VAT rate per document. A payment request is not available to a VAT-registered business in Guliel today.
The reports carry Israeli VAT labels in Hebrew and English (מע״מ עסקאות, מע״מ תשומות, ח.פ./ע.מ.) with shekel and date formats:
- A tax report that groups output VAT on your issued documents by rate for a month or a quarter, net of credit notes.
- A VAT transactions listing for any date range. Date ranges have month and two-month presets (January–February, March–April and so on), the periods bi-monthly VAT reporting uses.
- VAT on sales and VAT on approved expenses post to separate accounts in the ledger, so the balance sheet shows both. The tax report covers output VAT only today.
These are working reports. The VAT report itself is filed by you or your accountant.
Allocation numbers (מספר הקצאה) and SHAAM
Under the Israel Invoices model (חשבוניות ישראל), a tax invoice issued to a business above a set amount needs an allocation number from the Israel Tax Authority; without one, the customer cannot deduct the input VAT. The threshold is the amount before VAT: ₪20,000 from January 2025, ₪10,000 from January 2026 and ₪5,000 from June 2026.
What Guliel does today (live):
- Decides per document whether a number is needed: a VAT-registered seller, a tax invoice, tax invoice/receipt or credit note, a customer that is an Israeli business with a registration number, and a pre-VAT shekel amount above the threshold on the issue date.
- Warns when an invoice will need a number, and when an Israeli business customer has no ח.פ. or ע.מ. number on file.
- Accepts an allocation number you obtained from the Tax Authority, records who entered it and when, and prints its last nine digits on the PDF.
- Applies the same check to a credit note that cancels such an invoice, and locks the issue date once a number is attached.
Built, not yet switched on: connecting your organisation to the Tax Authority through its own login, and requesting the number automatically at issue through SHAAM. The invoice stands either way; if a request fails, you can retry, enter a number by hand, or keep the invoice without one.
Import from Morning and the uniform file (מבנה אחיד)
- The uniform file (live). Bookkeeping software registered with the Israel Tax Authority has to be able to export the uniform file, so one import path serves Israeli bookkeeping products without a profile per vendor. Upload the archive and Guliel imports the documents with their line items and original numbers, already issued, with a paid or sent status read from the file. Customers are created from the documents and linked by tax ID. Payment records are not imported, and imported documents are never sent to the Tax Authority again.
- Morning (Green Invoice) exports (live). The client list export, and the document export through Morning's uniform-file export, with an in-app guide. Direct sync with Morning's API is built and switched off.
- A customer spreadsheet (live) on Guliel's template: name, tax ID, email, phone, address, city.
Every import goes through a column check and a staged review before anything is committed, and re-uploading the same export is flagged as a duplicate. Guliel imports the uniform file but does not export one yet.
Ledger and reports
- A double-entry general ledger on a fixed chart of accounts. Sent invoices, credit notes, approved expenses and recorded payments post to it from the same lines that drive receivables and payables. Manual journal entries (פקודות יומן) must balance.
- Trial balance, balance sheet, general ledger report, income statement and cash flow, among 49 report definitions.
- A books lock date set by a manager, and a CSV export of the ledger.
- Custom accounts in the chart of accounts (planned).
Expenses, suppliers, API and AI
- Expense scanning with OCR, with AI picking a category from your own list, and inbox capture from Gmail, Outlook, IMAP and POP3. A person approves each captured expense before it reaches the ledger.
- Purchase orders and email invitations to suppliers. A supplier that accepts with its own Guliel organisation sees the purchase orders you send it and invoices against them.
- A REST API and an MCP server with OAuth 2.1: any MCP client, such as Claude, ChatGPT or Copilot, acts within the role and scopes you grant. A built-in AI companion runs in the app. AI goes through the same API as people, so numbering at issue, Israeli document rules and balanced entries apply to it too.
What Guliel does not do yet in Israel
- Request allocation numbers from the Tax Authority automatically (built, not switched on, as above).
- Prepare or file the VAT report, produce the detailed PCN874 file, or file income-tax returns or the 6111 form.
- Export a uniform file (מבנה אחיד).
- Run Israeli payroll. Payroll runs and payslips are available for Singapore today; Israeli payroll rules (income-tax withholding, National Insurance, pension) are not built. See payroll.
- Record tax withheld at source (ניכוי במקור) on customer payments.
- Issue a payment request (often called חשבון עסקה) from a VAT-registered business, or offer a debit note (חשבונית חיוב) in the app.
- Connect to bank feeds or reconcile bank statements.
- Process card payments. Payments are recorded against documents; PayPal payment links are built and not switched on.
How an Israeli business starts
- Connect. Run Guliel beside the software you use now. Issue documents, capture expenses and work with suppliers in Guliel, and export the ledger as CSV for your accountant.
- Automate. 14 triggers, from invoice, expense, payment, purchase-order and stock events to overdue invoices and fixed schedules, run API actions or webhooks.
- Migrate when ready. Import your history from the uniform file or from Morning's exports, after a column check and a staged review.
Your accountant stays in the loop. Guliel prepares the records and people approve them: captured expenses wait for approval, a manager sets the books lock date, and each organisation has manager, contributor and viewer roles. A sign-off queue where an accountant approves AI work is planned. See /accountants.

FAQ
Does Guliel issue חשבונית מס and חשבונית מס/קבלה?
Yes. A VAT-registered business issues tax invoices and tax invoice/receipts at 18% VAT as Hebrew PDFs, with an English template for each. Recording a payment against a tax invoice issues a receipt (קבלה), and cancelling one issues a credit note (חשבונית זיכוי).
Can an exempt dealer (עוסק פטור) use Guliel?
Yes. An exempt dealer issues payment requests (דרישת תשלום) and receipts with no VAT. Guliel blocks tax invoices for an exempt dealer, and allocation numbers never apply.
Does Guliel get allocation numbers (מספר הקצאה) from the Tax Authority?
Guliel checks each tax invoice against the threshold (₪5,000 before VAT since June 2026), warns when a number is needed, accepts a number you enter by hand and prints it on the PDF. Requesting the number automatically through SHAAM is built and not yet switched on.
Can I move to Guliel from Morning or other Israeli bookkeeping software?
Yes. Guliel imports documents from the uniform file (מבנה אחיד), which software registered with the Israel Tax Authority has to be able to export, and imports Morning's client and document exports. Documents keep their original numbers and arrive already issued; payment records are not imported.
Is Guliel accounting software?
Yes. Guliel keeps a double-entry general ledger with manual journal entries, a trial balance, a balance sheet, an income statement, cash flow, a books lock date and CSV export, on the same engine as invoicing, expenses, purchasing and payroll.
Does Guliel file my VAT report?
No. Guliel produces a tax report by month or quarter and a VAT transactions listing with two-month presets. You or your accountant file the VAT report. Guliel does not produce the PCN874 file.
Does Guliel run Israeli payroll?
Not yet. Payroll runs and payslips are available for Singapore. Israeli payroll rules, including income-tax withholding, National Insurance and pension, are not built.
